Philippine Airlines is transferring its domestic routes to PAL Express which is a subsidiary of the airlines. Only three routes are to be flown by PAL.

This action by Philippine Airlines is part of its Project Winter wherein they would drop all domestic flights and transfer them to their subsidiary PAL Express.

Philippine Airlines began Project Winter in October 2012 when they dropped most of their domestic routes and transferred them to PAL Express.

The airline is expected to transfer some of its aircraft to PAL Express to expand capacity on domestic routes.

As of August 1, 2013, the following routes are already under PAL Express:

- Bacolod
- General Santos
- Iloilo
- Laoag
- Tagbilaran

The last three domestic routes under Philippine Airlines are:

- Cebu
- Davao
- Kalibo
